Uncivil Discourse is the first of a new subfamily of special ammo Dynamic Heat hand cannons which are rated A-Tier for endgame PvE by @TheAegisRelic tiering spreadsheet https://linktr.ee/TheAegisRelic, providing an intrinsic ×1.15 damage boost against red-bar enemies and ×1.325 against orange and yellow bars and vehicles, plus a ×0.5 heat generation if you manually cancel a vent animation at <12.5% of maximum heat, as per the https://www.destiny2.science/ Destiny Data Compendium. The there's nothing to really compare this against, but you can see https://d2foundry.gg/w/2462965802 for how the weapon stats impact in-game performance. You might find you need a little help with the recoil control from the barrel perk, although extra Handling is also nice. For the battery perk, Overclocked Heatsink provides free ×1.02 damage for a slightly slower vent speed - not a problem if you manually reload anyway - Particle Repeater helps Stability or Light Heatsink or Tactical Heatsink improve gunfeel. There plenty of good rolls available for burst damage, or backup boss damage - Air Trigger, mostly for the +20 Ammo Generation making double special weapon loadouts easier to maintain, but also for the ability to jump reload is probably the top first trait perk column park, but anything that improves manual vent speed is worth considering. In the second column, Jolting Feedback applies Jolt after 7 hits (6 when enhanced and 4 when amplified) to tougher enemies who can survive the weapon damage, triggering chain lightning on further hits for both target and AoE damage, but Frenzy's here, as is Precision Instrument and Desperate Measures for builds that spam melee or grenade abilities. Thermal Atomization is more of a "one for the Vault just in case they fix the explosion damage" choice. For the Origin Trait Air-Cooled Core improves handling and ADS speed when heat is <10%, and boosts Vent Speed for 6s after sprinting. If you're very lucky you'll drop a weapon with the much better option of Accelerated Assault which passively reduces heat by 10% and boosts damage by ×1.05 for getting 3 hits within 1.6s. If you're interested, it's modelled on the DL-44 blaster pistol used by Han Solo. Recommended MW: Handling or Stability, with your preferred choice of mod to boost heat generation, weapon stats, ammo regeneration, or elemental pickups for builds - and don't forget to check any available seasonal fragile mods.

Uncivil Discourse is, right now, an S/A-Tier special ammo 180RPM hand cannon that's borderline oppressive in PvP - probably twice as good as Forerunner. It's a Heat weapon - which means you get an ersatz Reconstruction for free from the passive cooling, so you just have to run over ammo blocks to auto-reload. The Dynamic Heat frame means that when you cancel a manual vent at <12.5%, you get ×0.5 heat generation for 6s or until stowed. The @hugowo_ spreadsheet at https://www.destiny2.science/, shows the TTK, at base, is 0.667s (2c1b). There's nothing to compare against, but the stats are high across the board, especially with enhanced perks. You can see the in-game effect of stat changes at https://d2foundry.gg/w/2462965802 for yourself, once the formulas have been worked out. For the barrel perk, with all the stats being so high, there's no wrong choice - if you're using Shrewd Survivor armour the two-piece Reflex Action perk boosts Handling so Range or Stability work. For the Battery Perk, the only real choice is Overclocked Heatsink - with this perk alone providing a ×1.02 damage boost. For a duelling roll, in the first trait perk column Lone Wolf is the top choice to improve Aim Assist, Airborne Effectiveness and ADS speed. Alternatively Delicate Tuning works like a Heat weapon's mirror to Closing Time, boosting Range, Handling and Accuracy when a weapon's cold with the benefits reducing to half strength at 50% heat, or Keep Away boosts Reload, Range and Accuracy when there's no enemies within 15m. In the second column, Precision Instrument means you can 1c2b with a 160 weapons stat, or Opening Shot makes hitting your first crit easier. The Air-Cooled Core origin trait is only really relevant with manual vents (reloads) - you'll have boosted Reload Speed after sprinting which procs the better Handling and ADS movement speed after reloading, but unfortunately to proc Accelerated Assault you need to hit 3 times with 1.2-4s between each hit for the cooling and extra damage which isn't ideal if you're trying to hit an optimal TTK. Recommended MW: Cooling Efficiency, with a Heat Generated mod/enhanced mod, or your choice depending on your play style.

In the second column, Desperate Measures ×1 plus Radiant (or any other ability damage boost) will allow a 0.333s (2c0b) kill with a 169 weapon stat. Less spectacular but also useful if you like hipfiring, there's Offhand Strike to make follow-up hits easier to land. It is the best Lucky Pants hand cannon by a wiiiiide margin now, especially if you can pick up an Accelerated Assault roll. Outside of that in PvE it's basically just a worse sniper rifle, and special snipers have had a rough time in PvE for a while now. In PvP this thing melts - it's basically a better Forerunner."
