Impact CasingThe When and Where is an adaptive frame rocket launcher, so benefits from ×1.1 base damage. The stats are solid by comparison with its peers, and they're helped further at Tier 4/5 when barrel and magazine perks are enhanced - see https://d2foundry.gg/w/1090936013 for how the weapon stats impact in-game performance. From @mossy_max's spreadsheet (https://destiny2.science/reserves), total ammo is 9. Most boss damage setups rely on weapon swaps, so Handling is key with the barrel trait, although higher Velocity is good to have too. For the magazine perk, Impact Casing increases impact damage by ×1.1 - which is ×1.022 overall, or to help with manual reloads, Alloy Casing or High-Velocity Rounds also work. For sustained damage against bosses, in the first trait perk column, Overflow overflows the magazine by ×2 (×2.2 when enhanced), rounded up, on picking up an ammo brick - so that's 3 in the mag for the enhanced version. There's also Reconstruction to refill the magazine every 6s (5.5s enhanced) up to ×2 capacity when stowed or not firing, or Clown Cartridge to load two in the mag on a manual reload. There are quite a few second column damage options - for longer DPS windows, Bait and Switch boosts damage by ×1.3 for 10s (11s enhanced) for doing damage with your other two weapons. Elemental Honing needs a little more setup, but grants escalating damage stack up to ×1.35 for 20s (23s enhanced) for each elemental damage type inflicted, which can be refreshed with a new damage type until you've run through all 5. For shorter windows, Reaper's Tithe generates a stacking damage buff on simultaneous kills, from ×1.2 at two kills to ×1.4 at four for a 15s (17s enhanced) with a 6s refresh on further kills - the timer only starts after the first shot with the damage buff active. Finally, Explosive Light generates up to 6 stacks (7 enhanced) on orb pickup, with buffed shots having maximum 100 blast radius and ×1.25 damage boost. The Frame of Reference Origin Trait stacks up to ×5 times on kills, providing up to ×1.07 damage and boosts to Reload Speed and Range for 8s, with the timer pausing when the weapon's stowed. Recommended MW: Handling or Velocity, with your preferred choice of mod/enhanced mod to boost weapon stats, ammo regeneration, or elemental pickups for builds - and don't forget to check any available seasonal fragile mods.

From @mossy_max's spreadsheet (https://destiny2.science/reserves), with Bipod, base mag size is 2 and total ammo is 14. For burst damage against bosses, in the first trait perk column, Overflow overflows the magazine by ×2 (×2.2 when enhanced), rounded up, on picking up an ammo brick - so that's 5 in the mag for the enhanced version. There's also Reconstruction to refill a shot every 6s (5.5s enhanced) up to four in the mag when stowed or not firing, or Clown Cartridge to load two or three in the mag randomly on a manual reload. In the second column, Bipod trades having two rockets in the chamber at base, for burst damage, for -20 to Blast Radius and Reload Speed (-15 to Reload Speed when enhanced) and a damage reduction of ×0.75.
